tax and credit card fees out of tips?

I work at a banquet hall so tips are not required but for some time I have noticed management has been really greedy and cheap. Mothers Day they set up the hall like a restaurant and it was the worst ive seen and I am looking into getting back at them with a lawyer or something because they took alot of money away from us waitors. They deducted the tax and credit card fees from the bills first and then figured our tips out of that which i feel is very illegal. It is illegal?
